The L1 visas done by the outsourcing companies are the main reason for the employment problem. These companies like TCS, Wipro etc.. bring people in L1A, L1B blamket visas to do the common development/Business Analysis/Project Management job in the client site.

Per law the L1A s should be of senior managerial position with at least 4 subordinates working under them in US and L1B should be of specific skill very important for the project and not available in US. Teddy, I agree some of your data. Mine would be (90% confidence level)
EB1 (16K this year, conservative based 12K-24K possibility)
EB5 (8K, has been consistent)
EB2 ROW (10K, last year only 9K, and EB2 ROW has been consistent)
EB2 I/C 6K
Total 40K
EB3 porting 6K, ppl missed the 07/2007 w PD b/4 07/2007, 1K
EB2 I/C inventory at the beginning of Oct. 2010 (since we calculated based on normal EN2 I/C 6K, 5800 exactly). 34K. DOS show 32K while CIS inventory showed 34.8K, and we should have some approvals for ppl filing who missed 07/07 w PD b/4 07/07
So it looks like it can just clear all 07/2007. WOW.
I am sure DOS and CIS have better communication now, and they should.

SO they may give some buffer, HOPEFULLY say 9/8/2007. REMEMBER, they learned lesson, so no CURRENT. ALSO, they can take in applicants and don't have to approve in AUGUST.
I would say PD for EB2/I in SPET/2011 would be
100% pass 05/31/2007
80% pass 06/30/2007
50% pass 07/31/2007

I am not sure what is happening. When I went to USCIS during Infopass, the officer at the time told me that my case will be looked upon when the notice date comes up.
MY priority date is april25 2006 and the notice date was 09/18/2007. I didn't believe him. Even I raised the question in one of the forums and other guys shot me down saying the notice date is not important. But now I got an LUD on 09/19/2007 and that was the reason why I raised this question to you as well as HIINVIN66. I am assuming that the applications are looked upon based on the notice dates. You stand is understandable, but I still will urge you to join me. It is of course not illegal but unfair towards the people already in EB2 line. If there were no limits on visas, it will not have been an issue to begin with. Think about the depth of the issue.

That's exactly what I wrote a few posts above. I think the more basic question is - What does 485 inventory mean? Is it already filed 485 numbers or "can be filed based on approved I-140" numbers?
To the OP: Can you provide the link from where we can open the PDF instead of just throwing the PDF open. Maybe that will provide a better context to the numbers.
If these are pending 485 applications at USCIS, Number of pending applications with PD later than JUL 2007 should be zero.
If these are labor filings, they probably dont include dependents.
